The European Banking Authority has classified USDC as a significant e-money token under the Markets in Crypto-Assets Regulation. As of mid-October 2026, the EBA announced that USDC, issued by Circle Internet Financial Europe SAS, is the first of 45 notified e-money tokens in the European Union to receive the designation. From 12 November 2026, the stablecoin will fall under dual supervision as provided for significant EMTs.

The classification continues to mark a supervisory milestone for euro-area crypto regulation. It has restricted the previous sole national oversight model for the token’s core prudential requirements. Existing rules under MiCA remain in force while certain responsibilities transfer. Circle and regulators rely partly on the established French authorization while preparing for the shift in direct supervision. This highlights the difference between standard EMT oversight and the enhanced regime applied to tokens deemed significant.

The Drivers of the Current Situation

The main issue is the EBA’s determination that USDC meets the significance criteria under MiCA. The authority assessed the token against the indicators set out in the regulation and related delegated acts. USDC became the first to cross the threshold among the 45 EMTs notified in the EU. No other token received the same classification at the time of the announcement.

Related supervisory arrangements have limited the change to specific areas. Direct responsibility for own funds, the reserve of assets, liquidity requirements, and recovery and redemption plans will move from France’s Autorité de Contrôle Prudentiel et de Résolution to the EBA. Only the significance classification and the November 12 transfer date are confirmed. Broader criteria such as holder numbers, issuance volume, transaction activity, and systemic links guided the assessment, which is subject to annual review.

Continued monitoring requires observation of the dual-supervision transition. Limited public detail on the exact criteria met forms a narrower path for interpreting the precise thresholds crossed. Regulators and market participants are actively preparing for the handover. The situation is the first formal classification of a significant e-money token under the post-transition MiCA framework.

Impact and Broader Context

Questions about the EU classifying USDC as the first significant e-money token under MiCA keep growing. The designation creates a clearer dual-oversight structure for a major dollar-pegged stablecoin. It also elevates attention on reserve management, capital, and redemption arrangements for systemically relevant tokens. Issuers, national supervisors, and crypto-asset service providers continue to assess the implications.

The issue drives debate on MiCA’s significance regime. It raises questions about how scale thresholds trigger enhanced supervision, the limits of national versus EU-level oversight, risks associated with large stablecoin reserves, effects on other EMTs that may later meet the criteria, and competition between authorized and non-authorized stablecoins in the EU market. Regulators stress that the classification follows the statutory criteria and will be reassessed annually. The EBA has indicated it will coordinate closely with the ACPR to ensure a smooth transition of responsibilities.

The October 2026 decision forced the largest compliant dollar stablecoin into the higher supervisory tier. The current regulatory review shows how the dual-supervision model will operate for significant EMTs going forward.

New classifications of other tokens, updates to reserve or capital requirements, or further guidance on the dual-supervision framework will clarify the practical impact of the significant EMT status.
