Blockchain analytics firm Chainalysis Government Solutions has filed a lawsuit against the United States challenging a $94.7 million sole-source contract awarded by Immigration and Customs Enforcement to rival TRM Labs. The case is proceeding in the Court of Federal Claims.

Chainalysis filed its complaint on 27 July, arguing that the sole-source award was arbitrary, capricious and unreasonable. The company stated it had submitted a capability statement in response to ICE’s notice of intent. The complaint remains under seal because it contains proprietary information. TRM Labs has intervened in the case to defend the award.
A protective order was entered, and the court set an expedited briefing schedule. Chainalysis filed its motion for judgment on the administrative record in mid-August; government and TRM responses are due shortly, with oral arguments scheduled for 2 September.
